How much is the Ukraine visa fee?
The short answer is USD 65. That is the basic consular fee an Ukrainian embassy or consulate charges to process a visa application under regular service. If you want your visa faster, the fee doubles. But for a large number of countries the figure is different, because Ukraine applies visa fees on a reciprocity basis.

This is the default. If your country has a reciprocal fee arrangement with Ukraine, your fee is set by that arrangement instead. See the table below.
Why there are two different answers
Ukraine sets visa fees under paragraph 26 of the Rules on Issuing Ukraine's Entry and Transit Visas, approved by Decree of the Cabinet of Ministers of Ukraine No. 118 of 1 March 2017. Two rules operate at the same time:
- The basic fee. USD 65 for regular service, doubled for expedited service. This applies where nothing else is agreed.
- Reciprocity and bilateral treaties. Where Ukraine has an arrangement with your country, the fee for your nationality is set by that arrangement. It can be lower than 65, and it is frequently much higher.
This catches Western applicants out. People assume that a wealthy passport means a simple 65 dollar fee. In practice several EU, North American and Pacific nationalities pay a long-term visa fee several times higher than the basic rate, because their own countries charge Ukrainians more. Check your nationality before you budget.
What the fee depends on
The official fee schedule is built around three things: your nationality, the visa type, and the number of entries.

For type D the schedule often splits the fee further by purpose of the visit. Work and employment, study, family reunion, investment and volunteer activity can each carry a different price for the same nationality.
D-10 volunteer visa and D-04 work visa

The practical difference for your wallet. Both are type D and both open the door to a 1-year temporary residence permit. But in the reciprocal schedule the work and employment category and the volunteer category are priced separately for many countries, and the gap can be substantial. Two applicants of the same nationality can pay very different consular fees purely because of the stated purpose.
Countries at the basic USD 65 rate
For nationalities that are not covered by a separate reciprocal arrangement, the fee is the basic one:

Note also that many nationalities do not need a short-term visa at all. Citizens of the EU, the United Kingdom, the United States, Canada, Australia and a long list of other countries enter Ukraine visa-free for short stays, so for them the transit and short-term columns of the schedule read no visa needed. The fee only becomes relevant when they apply for a long-term type D visa.
Reciprocal fees by country
These are the long-term type D fees from the official schedule published by the Ministry of Foreign Affairs of Ukraine, effective 1 August 2024. All figures are the regular service rate in US dollars, shown for the two visa categories our clients ask about most: D-04 for employment and D-10 for volunteer activity. Double them for expedited service.
Where the official schedule does not price work or volunteer activity separately for a country, the figure shown is that country's general rate, which is the amount actually payable. Fees marked Free mean a zero fee applies.

Three countries do not double the fee for expedited service: Lithuania, Saudi Arabia and the United States. For everyone else, urgent processing costs twice the figure above.

What the consular fee does not cover
The figures above are what the embassy or consulate charges to process the application. They are not the total cost of getting a visa. Budget separately for:
- Visa support documents. The invitation from a host organisation, and the legal work behind it.
- Medical insurance valid in Ukraine for the whole period of stay.
- Service or outsourcing centre charges, where the mission uses an external application centre.
- Courier and shipping costs for returning your passport.
- Translations and notarisation, if the mission asks for them.
Consular fees are charged for processing the application, not for the outcome. If a visa is refused, the fee is normally not returned. This is one reason it is worth checking that your documents are correct before you file, rather than after.

You may not need a visa at all. Ukraine now allows a foreign national who is in the country on a visa-free basis, and who is invited by a registered volunteer organisation, to apply for a 1-year temporary residence permit directly, with no D-10 visa first. If that applies to you, the consular fee question disappears entirely.

Why is my fee higher than 65 dollars?
Because Ukraine applies visa fees on a reciprocity basis. If your country charges Ukrainian citizens more for a comparable visa, Ukraine charges your citizens the equivalent. The fee is therefore a reflection of your own country's policy, not of your individual application.
What does expedited service actually mean?
It means the mission processes your application on a shortened timescale. The fee is doubled for all applications filed upon expedited service. Availability and exact turnaround depend on the specific embassy or consulate, so confirm with them before you rely on it.
Is the D-10 volunteer visa cheaper than the D-04 work visa?
It depends entirely on your nationality. In the official schedule many countries have separate prices for work and employment on one hand and cultural, scientific and volunteer activities on the other. For some nationalities they are the same, for others there is a real difference. Tell us your passport and we will check.
Do I get the fee back if my visa is refused?
Normally no. The consular fee pays for the processing of your application, whatever the outcome. That is why it is worth having the documents reviewed before filing.
Can I pay the visa fee online?
Payment methods are set by each embassy or consulate, and they differ from country to country. Some accept card payment at the mission, some require a bank transfer, and some work through an external application centre. Check the website of the mission where you will apply.
Do children pay the visa fee?
Exemptions and reduced rates exist for certain categories of applicant. Whether they apply to you depends on your nationality, your age and the basis of your application. Ask us and we will confirm before you pay.
Does paying the fee guarantee a visa?
No. The fee covers the processing of your application. The decision belongs to the consular officer. Complete and consistent supporting documents are what improve the outcome, which is the part we handle.
